Welcome to SPIRE - the Export Control Organisation's online export licensing system.

Using SPIRE, you can apply for an export or trade licence for your activities and items if you require a licence for the wide range of "strategic" goods (such as security items, military goods, civilian products designed with a military use or purpose, firearms, police and paramilitary goods, radioactive sources and much more). You can also use SPIRE to make a Ministry of Defence Form 680 application, Private Venture security grading or Exhibition Clearance applications.

*IMPORTANT NOTICE* - OIELs AMENDMENTS

We are only accepting amendment requests for OIELs in certain circumstances, as follows:

Acceptable

  • Amendments to UK exporter details (SITE/Registered addresses).
  • Amendments/additions to named recipient details (name and/or address).
  • Requests for extensions to extant OIELs after you have submitted an application for a renewal. This process might take longer if the existing OIEL includes a country involved in a conflict at the time of the renewal request. Speak to your case officer for advice.

Not acceptable

  • Amendments/Additions to goods are not acceptable
  • Amendments/Additions to destinations are not acceptable

This is because processing substantive amendments to an OIEL takes as long or longer than a new application. In addition, this functionality is not currently available on LITE.

F680 applications

F680 applications for approval to release UK OFFICIAL-SENSITIVE and above material and material which is ITAR CLASSIFIED must now be submitted via the 'Apply to Export Controlled Goods' service (formerly LITE).

F680 applications which are only for approval to release material which is ITAR UNCLASSIFIED should be made on SPIRE for the time being.

If your application includes both ITAR CLASSIFIED and UNCLASSIFIED material, you must submit separate applications using both systems.

If you are an exporter who has applied for an export licence from the Export Control Joint Unit (whether or not you have registered for or regularly use Open General Export Licences), we would welcome your views to help shape our thinking on OGELs.

Our short survey, which takes around 15-minutes to complete, has been set up to get feedback on exporters' experience in terms of using OGELs and what improvements to our service could be made to optimise their use.
